NYS CLEAN HEAT REBATES

NYS Clean Heat Rebates for Westchester Homeowners: What to Know in 2026

If you heat your Westchester home with oil, propane or gas, you have probably heard that New York will help pay for a heat pump. That help comes mainly through NYS Clean Heat, a statewide program run by the utilities and NYSERDA. Here is how it works in 2026, in plain terms.

PROGRAM BASICS

What NYS Clean Heat Is

NYS Clean Heat offers incentives for heat pumps that heat homes and water. The incentive is run by your electric utility. In most of southern Westchester that is Con Edison; parts of northern Westchester are served by NYSEG or Central Hudson, which have their own incentive tables. Incentives are only available through a participating contractor. HROD HVAC is an enrolled NYS Clean Heat participating contractor, so we are part of the program and can bring these incentives to your project directly.

ELIGIBILITY

ELIGIBILITY

Who Qualifies

Eligible homes are existing one- to four-unit residential buildings, plus individual apartments in larger buildings where the owner does not control the whole building. You need an active electric account with the utility. New construction generally does not qualify for air-source heat pump space-heating incentives.

CON EDISON

INCENTIVE AMOUNTS

Con Edison Incentives for Air-Source Heat Pumps

Con Edison lists two paths:

- Full replacement: remove or disable your old heating system and heat with the heat pump. Standard rate: $7,000 for single-family homes, $3,500 per apartment. Weatherized tier (insulated and air-sealed homes): $10,000 single-family, $5,000 per apartment.

- Integrated controls: keep your old system as backup with controls that run the heat pump first. $2,500 single-family, $1,000 per apartment.

Homes in a state-designated Disadvantaged Community get higher amounts. Incentives are capped at 70% of project cost (85% in a Disadvantaged Community). Homes that already received a partial heat pump incentive may qualify for more when they remove the old fossil fuel system.

Amounts can change; check the current Con Edison page or ask us before you sign.

UTILITY APPROVAL

HOW IT WORKS

How You Get the Money

For Con Edison customers, the incentive is an instant discount on your participating contractor's invoice, paid to the contractor after program approval. A project sold without the incentive shown on the invoice does not qualify. Con Edison must also confirm your electric service is adequate before work starts. Do not start a project and apply afterward. Because HROD HVAC is enrolled in NYS Clean Heat, we handle the pre-approval paperwork with your utility and show the incentive on your invoice, so you do not have to apply on your own.

FULL OR PARTIAL

CHOOSING A SYSTEM

Full or Partial: Which Is Right?

Full replacement pays more and ends fuel deliveries, but the heat pump must be sized to carry the whole house in winter. Integrated controls cost less up front and keep a backup. We model both in your proposal.

Weatherization Helps Twice. Air sealing and insulation lower the heating load, which can mean smaller equipment, lower bills and the higher weatherized incentive tier.

Federal Tax Credit. The federal 25C credit for heat pumps ended for equipment placed in service after December 31, 2025, so for 2026 projects the state and utility incentives are the main support. Talk to your tax advisor about your situation.

Next Steps

1. Find your utility on your electric bill.

2. Book a free consultation with a participating contractor.

3. Get a written proposal showing the incentive on the invoice.

4. Wait for utility approval before installation.
